This is another award that never even remotely reflected my opinion of the best novels of the year, and i can't think of a single book that i liked that got this award.
So basically it's irrelevant.

They avoid the epic Fantasy subgenre, that is correct.

There was only one book here that comes from an author I really like, and that is Jeffrey Ford. Good to see him pick up two wins, for best collection as well.

Very odd. Just Amazoned the co-winners of the Novel award and there are total of 26 reviews between the two books. Now, I do not believe tons of reviews does a good book make....but come on! 26 reviews????

ANY type of World Fantasy Award that avoids Epic or High fantasy is rubbish to be ignored.
