Just out of curiosity, what is the point of sending physical ARCs to reviewers in this day and age. You can sign a pdf with the recipients name so if it's re-distributed the person can be blacklisted, you can even lock a pdf to a specific machine, or create your own reader app either for a mobile or just online that only allows the reader to read through a password protected authentication wall. I'm sure Amazon would love to manage ARC ditribution to specific reviewers too and then pull the rights on the Kindle when the review period is over. Physical ARCs seems to be a very antiquated system with no security.
